Course Description:
This course focuses on the importance of parliamentary budget law in present day, how parliaments control the annual budget, and to what extent the legislature can influence the budget. These topics are analyzed and critically examined throughout the seminar from an international comparative perspective. In addition to the analysis of the empirical characteristics of the role of parliaments in the budget process in different states, the historical genesis of parliamentary budget law and current developments are discussed. These include, among others, the impact of measures to limit the sovereign debt crisis on Parliament's budget autonomy and gender-responsive budgeting.
