Course Description: This is a graduate level course that is part of the Laurea Magistrale program in Economics and Economic Policy. The course is intended for advanced level students only. Enrollment is by consent of the instructor. Students who elect to complete a research paper on a pre-approved topic are awarded 1 extra unit for the course. Maximum units for the course is 6. The course focuses on the principles of health care organization and policy in a comparative perspective. The course analyzes the evolution and contemporary state of health care systems in different Organization for Economic Cooperation and Development (OECD) countries. The course covers the following: key characteristics and components of health care systems; strengths and weaknesses in health care systems; recent health care reform efforts underway in OECD countries; the evolutionary path of European health care systems; main models of health care funding, including differences between tax based models, SHI-models and models based on voluntary insurance; models of health care provision; social justice arguments behind the different systems. The course includes traditional lectures and class discussions and voluntary student presentations. Assessment is based on attendance and participation 20% and a final written exam with 5 essay questions (80%). As an alternative to the written final exam, students can choose to prepare a country specific summary report.
