Course Description: This course covers the role and issues of Japan's social security (medical insurance, long-term care insurance, etc.) and the ongoing trend of declining birthrate and aging society from the perspective of economics (evidence and logic). Taking up the medical insurance market issues (market failures) such as reverse selection and moral hazard, this course asks why the government needs to operate medical insurance as social insurance. The role insurer should play (insurer function) in order to optimize medical expenses and ensure quality is also considered.
